Main purpose and scope of job
To ensure that the closed sites (Dix Pit (Oxfordshire), Hermitage, Wally Corner, Wraysbury, Tytherington, Duckhill, North Leigh and Blackrock) are operated in an efficient and safe manner with proper regard to environmental compliance, customer service levels and the needs of the local community.
To ensure the site manages and organises the efficient and safe handling of soil and other restoration material imports, with the adoption of best practice principles and the control of operational costs within/below budget.
Enable landfill gas and leachate to be extracted efficiently to maximise environmental compliance.
Communicate and forge good working relationships with regulatory bodies and local interested parties. Work closely with all departments and personnel to ensure that site and company financial targets and objectives are met.

Duties and key responsibilities - Operational
• To ensure that the sites are operated in compliance with all relevant Company and statutory Health and Safety requirements. Includes accident and incident reporting and acting appropriately on near misses and safety alerts. Promote importance and install an overriding culture of H & S in all personnel and contractors
• To ensure that all inputs of inert materials are booked onto the weighbridge system, and samples are taken and processed as to the appropriate plans in line with Company operational procedures
• To carry out regular inspections of the security and management systems of sites and take remedial action where necessary.
• To manage and carry out inductions of temporary labour, contractors and visitors to the sites, and maintain the appropriate paperwork.
• Control of contractors on site including maintenance of relevant paperwork in line with Company procedures.
• To liaise with the environment team so as to deliver a fully functional and CQA approved leachate extraction system in accordance with the site permit as cost effectively as possible.
• Manage Engineering aspects in conjunction with engineering department.
• To ensure delivery of all the monitoring requirements in accordance with the site permit.
• Liaise with Infinis on all landfill gas issues reporting NCRs to the Site Manager.
• To ensure provision and maintenance of all necessary internal roads.
• To ensure that activities and maintenance are carried out within budgeted levels of expenditure
• To control the repair and maintenance procedures of equipment on-site as directed by the Site Manager.
• To carry out and document regular inspections of the security of the Sites and take remedial action where necessary.
• To report to the Site Manager any breach of the rules, acts of dishonesty, malpractice or corruption by any member of the public, visitor, contractor or staff.
• To ensure that the Sites are operated in compliance with all relevant Company and statutory environmental requirements, e.g. abstraction licences, discharge consents, ecological licences and duty of care for disposal of waste, etc.
• To accompany site visitors and regulators as required.
• To protect the reputation of the Company in the community in which it operates by adopting demanding standards of tidiness and care.
• To be fully aware of planning consents and environmental permits relating to the Sites and ensure they are not breached.
• To recommend any necessary modifications to the Site permit and site management system (SMS).
• To liaise with customers and contractors to ensure their needs are met on site.
• Any other requirements of the Site Manager.

Experience
• Preferably to have previous supervisory experience within the waste industry.
• Understanding of environmental issues including gas control, leachate, surface water.
• Understanding of weighbridge operations would be a distinct advantage.

Essential Knowledge
• Satisfactory completion of the relevant Competency Management System modules.
• Completion of all other training as defined within the Training Matrix.
