The Institute of Inner-City Learning (IICL) is one of the University of Wales Trinity Saint David’s four
Institutes with campuses in Birmingham and London.
The IICL has multiple intakes per annum, delivers continuous learning, teaching and recruitment cycles and operates in an intensely competitive inner-city and multicultural HE environment. The Institute currently has approx. 4,000 non-residential students on Certificates of Higher Education, Honours degrees, Masters and Doctoral programmes, some of which are also taught at weekends.
- THE ROLE -
The Assistant Facilities Manager is a key post within the Birmingham Campus. The post holder will take responsibility for overall compliance and general maintenance of the buildings that comprise Birmingham Campus - currently located in Sparkhill and Quay Place. Please note the working pattern for this role will be Tuesday - Saturday.
The Assistant Facilities Manager will ensure delivery of a high-quality soft & hard Facilities Management (FM) service in a cohesive, proactive, timely, efficient and cost-effective manner. The post holder will be the lead contact and coordinator for day-to-day delivery of Estates and Facilities operational services as directed by the Campus Facilities Manager. They will coordinate and supervise the domestic, site operative team and manage and coordinate contractors that the University has contracted services alongside.
The post holder will report on a day-to-day basis to the Campus Facilities Manager of the Birmingham Campus, but with a professional accountability to the Facilities Manager (Head of FM) within the central Operations and Compliance team.
One of the key responsibilities of the role will be to supervise the work of full-time Site Operatives. This will involve preparing staff rotas, monitoring and ensuring high level of building upkeep, cleanliness and building compliance. The post-holder will also work closely with external cleaning and maintenance companies and supervise and inspect all agreed work as directed to by the Campus Facilities Manager.
The post-holder will be responsible for day-to-day operational Health and Safety matters at the Birmingham Campus, working in conjunction with the central University Health and Safety team.
The post may require occasional travel between different delivery locations and other University sites depending on operational needs.
-MAIN DUTIES-
Estates
• Support the University’s Estates and Facilities Department to implement and audit the Planned Preventative Maintenance (PPM) schedule;
• Support the planning and implementation of site maintenance, improvement and development plans;
• Follow practices set by the University’s Estates and Facilities Department to implement a transparent and systematic approach to ensure work from staff and contractors is completed to a satisfactory level;
• Achieve maximum value for money and implement regular cost checking mechanisms;
• Comply with financial regulations;
• Assist in the management of the University’s Asbestos Management Plan;
• Support any project management which may occur through contractors from time to time;
• Respond appropriately to emergencies or urgent issues as they arise;
• Support the University’s Estates and Facilities Department to ensure all compliance and health and safety checks are being completed as per required frequency and to a high standard consistent with industry best practice;
• Manage and coordinate delivery services for the cleaning and the reception team (site operative team). Encourage teamwork and ensure close working relationships with the Technical & Compliance leads and Health and Safety advisors to deliver a comprehensive, cohesive and compliant service;
• Work closely with reception function in order to provide the best possible service to all clients;
• Attend internal and external meetings and committees as required;
• Liaise with all stakeholders regarding maintenance and project requests;
• Proactively ensure that there are cohesive periodic feedback mechanisms in place to monitor building user satisfaction;
• Liaise with external contractors ensuring compliance with University requirements;
• Complete regular inspections and rounds of the Campus and implement improvements;
• Manage the reserved parking system and overall effectiveness of car parking facilities;
• Monitor the security system and programme access control cards;
• Co-ordinate, allocate and monitor helpdesk requests as appropriate including the production of purchase orders and work requests;
• Input estates related activity into the Estates Facilities Management System (Quantarc);
• Conduct regular appraisals and probationary reviews in accordance with University guidelines;
• Maintain an up to date working knowledge of Health & Safety, ICT tendering and contracts;
• Prepare the rota of staff opening and closing the premises through liaison with the Operations team (Senior Operations Administrator)
• Supervise any maintenance, installation or any such tasks;
• Oversee the cleanliness of the premises.
Health & Safety
Take responsibility for Health and Safety issues on Birmingham Campus, working in conjunction with the University Safety, Health and Environment Unit.
Specific duties will include but not exhaustive to:
• Carrying out Fire Safety responsibilities such as fire alarm and emergency lighting tests, organising and running periodic fire drills as well as implementing Personal Emergency Evacuation Plans (PEEPS) for staff or students;
• Carrying out routine health and safety checks / audits to consider and mitigate other safety hazards;
• Organise and Support the completion of relevant Health and Safety training for staff.
- REQUIREMENTS -
You should have:
• A good level of general education
• Experience of working in an Estates and/or Facilities environment
• Knowledge of workplace Health and Safety issues
• Experience of supervising a team
• Evidence of providing high quality customer service in an FM environment
• Previous administrative experience in a fast-paced environment
• Good interpersonal and communication skills with the ability to communicate effectively at all levels
